Michael Francis

President – Chief Investment Officer

Mike is a founder and the managing member of Francis Investment Counsel LLC. He has been advising qualified retirement plan clients since 1988. He holds a B.A. degree in economics from Carleton College and a Juris Doctorate degree from Marquette University Law School.  Mike has been a featured columnist for the Milwaukee Journal Sentinel as the “401(k) Adviser” since 1995 and is a frequent public speaker on retirement plan investment issues. In 2006, PLANSPONSOR Magazine named Mike one of the “Top 25 Retirement Plan Advisors” in the country. Mike is a member of the American Bar Association (ABA).

Cliff Dunteman

Principal
Vice President – Investment Consulting Services

Cliff has over 25 years of investment industry experience and serves the Firm as investment consultant and partner.  In this role he assists plan sponsors and their committees with plan design, investment manager searches, investment performance monitoring, and other ERISA compliance issues.  Previously he was a Vice President at a national mutual fund company where he provided consulting services to professionals in the financial services industry serving both corporations and individual investors.  Advice included 401(k) plan design, development of investment policy statements, and creation of model portfolios using modern portfolio theory.  Cliff holds the Chartered Financial Analyst (CFA) designation. He obtained a B.A. in Business Administration with a concentration in Finance from Illinois Wesleyan University.  Cliff has been a guest speaker for the National Association of Insurance and Financial Advisors, the Wisconsin Chapter of the Financial Planning Association, nationally recognized brokerage firms and various investment programs on WISN radio.

Edward McIlveen

Director of Research

Ed leads the Firm’s research team. His team performs ongoing capital markets and investment manager reviews for institutional clients, as well as asset allocation analysis and modern portfolio theory-based asset allocation optimizations. Ed’s team holds extensive contacts in the investment management and consulting industry and performs regular onsite due diligence meetings to remain at the forefront of industry trends. Ed graduated from Marquette University with a Masters of Business Administration specializing in finance and attended Gustavus Adolphus College where he earned a Bachelor of Arts Degree (graduated cum laude). Ed holds the Chartered Financial Analyst (CFA) designation.

Kevin Roloff

Senior Research Analyst

Kevin serves as a Senior Research Analyst for Francis Investment Counsel, with coverage of both investment managers and global capital markets.  Relying on both quantitative tools and in-depth qualitative due diligence Kevin provides recommendations on existing and prospective investment managers and contributes to manager searches, asset allocation optimizations, and client portfolio management.  Kevin graduated from the Marquette University Applied Investment Management Program earning a Bachelor of Science in Business Administration and holds the Chartered Financial Analyst (CFA) designation.

Jonathan Nolan

Gus Vanevenhoven

Research Analyst

Gus serves as a Research Analyst for Francis Investment Counsel, assisting with coverage of both investment managers and global capital markets. Relying on both quantitative tools and in-depth qualitative due diligence, Gus works with the investment consulting team on recommendations for existing and prospective investment managers and contributes to manager searches, asset allocation optimizations, and client portfolio management. Gus graduated from the University of Wisconsin – Oshkosh with honors, earning a Bachelor of Business Administration in Finance. While at UW-Oshkosh, Gus was a portfolio manager for the University’s Student-Managed Endowment Fund for two semesters and studied abroad in Germany during his spring 2015 semester. Gus is currently pursuing a Master of Science degree in Finance in conjunction with the Investment Management Certificate Program at the University of Wisconsin – Milwaukee. Additionally, Gus is a June 2018 CFA Level 2 candidate. Gus enjoys golf, soccer, traveling, and spending time with friends and family.

Peter Castro

Investment Consulting Coordinator

Peter serves as an Investment Consulting Coordinator for Francis Investment Counsel. He is responsible for assisting the Firm’s investment consultants in all aspects of their client service duties. Peter is a graduate of the New Tribes Bible Institute, located in Waukesha, Wisconsin. Prior to joining Francis Investment Counsel, Peter worked in logistics for a national industrial organization. Peter resides in Waukesha, Wisconsin, with his wife and son.

Joseph J. Topp

Principal
Vice President – Investment Consulting Services

Joe leads the Firm’s business development efforts.  He has over 30 years of progressive financial management experience.  Joe previously served as Chief Financial Officer of a Wisconsin printing operation which allows him to bring a valuable plan sponsor perspective to his business development efforts.  A Certified Public Accountant since 1985, Joe is currently a member of the Wisconsin Institute of Certified Public Accountants and a contributing writer for the Wisconsin CPA monthly journal.  He is an active member of Metro Milwaukee Society for Human Resource Management (MMSHRM) and served on the Board of Directors of Wisconsin Retirement Plan Professionals, Ltd. (WRPPL).  Joe is a graduate of Marquette University with a Bachelor of Science degree in Accounting.

Anne Loppnow

Business Development Consultant

Anne serves as the Business Development Consultant for Francis Investment Counsel. She is actively involved in all plan sponsor outreach and marketing, including activities related to new business development as well as the ongoing advancement of services to current clients. Anne graduated Summa Cum Laude from the University of Wisconsin-Whitewater, earning a bachelor’s degree in Communication.

Susan Salmon

Principal
Director of Operations

Sue oversees the Firm’s finance and administrative operations.  She is also responsible for human resources management.  She has served in the financial services industry for over thirty-five years including several as a Branch Operations Manager for a national brokerage firm.  She has extensive experience in all aspects of qualified retirement plan operations and serves as a primary liaison between the Firm and its service partners, including third-party administrators and trust companies.  She is a graduate of the University of Wisconsin-Milwaukee with a Bachelor of Science degree in Education.

Kelli leads the Firm’s MoneyAdvice@Work® Team, which focuses on employee education and personal financial planning services.  She brings over thirty years of financial services experience to the team including over twenty-three with the Francis team.  She holds a Bachelor of Arts Degree in Business Administration – Marketing from Michigan State University and a Master of Education from Carroll College specializing in Adult Education.  She is responsible for all aspects of employee education, including curriculum development, design of education programs, and delivery of face-to-face individualized advisory services.  She has extensive experience in training and public speaking engagements and has authored research on the impact of workplace financial education programs on 401(k) participant rates of return.  She holds a Certified Financial Planner (CFP®) designation.

Timothy Shirk

Tim serves as a Money Advisor with the MoneyAdvice@Work® Team and is responsible for providing education and individual advisory services. He graduated from the Moody Bible Institute with a Bachelor of Science degree.  After serving as an aircraft mechanic and flight instructor, and then a business operations analyst at a national bank, Tim joined Francis Investment Counsel, returned to school, and obtained his Certified Financial Planner (CFP®) designation.

Matthew Vandre

Money Advisor – MoneyAdvice@Work® Team

Matthew serves as a Money Advisor with the MoneyAdvice@Work® Team, is responsible for providing education and individual advisory services, and leads the Firm’s e-learning initiatives. He is a published member of the Financial Therapy Association (FTA), is a contributing member of the National Financial Educators Council-Personal Finance Speakers Association, and is the Firm liaison to SecureFutures; providing financial education and coaching to area at risk high school students. Matthew is a Veteran of the historic Wisconsin Army National Guard 32nd “Red Arrow” Brigade. He graduated from the University of Wisconsin-Milwaukee having earned an interdisciplinary baccalaureate degree emphasizing the study of human social behavior and the development, production, distribution and consumption of wealth in human society. An avid learner, he also earned a Master of Science degree in Human Environmental Sciences – Family Financial Planning and Counseling from the University of Alabama where he studied the economic, social, and behavioral influences impacting families and their finances today. Additionally, he holds a Certified Financial Education Instructor (CFEI) designation form the National Financial Educators Council and is a candidate for the CFP® designation.

Art serves as a Money Advisor with the MoneyAdvice@Work® Team and is responsible for providing participant education and individualized advisory services.  Art joined Francis Investment Counsel after a distinguished career as a partner at Quarles & Brady, a Milwaukee-based law firm.  During his more than thirty years at Quarles & Brady, Art’s responsibilities included serving as chair of the employee benefits department and the firm’s retirement plan investment committee.  He has published numerous articles on employee benefits topics and has been a frequent speaker in this area.  He is a graduate of Holy Cross College and Northwestern University Law School.

Jay, a Certified Financial Planner (CFP®) practitioner, has worked in the financial services industry since 1998.  Prior to joining Francis Investment Counsel, Jay spent 7 years providing financial education and counseling to members of the United States military.  He holds a Bachelor’s degree in Business Administration from Cardinal Stritch University (Magna Cum Laude graduate) and is currently pursuing a master’s degree in Business Administration from the University of Wisconsin – Whitewater. Jay is a proud Navy veteran.

Liz serves plan participants as an experienced bilingual educator. After studying Communications and Spanish at Seton Hall University, she moved to Costa Rica where she began a teaching career.  Liz has taught in Costa Rica, Ecuador, Peru, Turkey, and Ghana. Liz is passionate about helping others invest and manage their finances. She is an experienced educator with multicultural experiences to connect participants to the often-confusing world of personal finance.

Eric Hencley

Eric joined Francis Investment Counsel to serve the community where he was raised. A Rhinelander native, Eric retired after 21 years in the U.S. Air Force living in South Korea, Japan, Guam, Italy and Alaska with multiple deployments to the Middle East before starting a second career as a Private Wealth Consultant in Salt Lake City, Utah. He has a bachelor’s degree in Business Administration from Wayland Baptist University in Plainview Texas (Magna Cum Laude) and a master’s in Business Administration from Liberty University in Lynchburg, Virginia. Eric lives in Kronenwetter, Wisconsin, with his wife and two children.

Sally Gebauer

Sally serves as the Education Services Coordinator for Francis Investment Counsel’s MoneyAdvice@Work® Team.  She is responsible for coordinating workplace education and advisory services.  She also serves as the primary contact point for the design and preparation of client education campaigns and materials.  Sally graduated Summa Cum Laude from Edgewood College in Madison, Wisconsin, with a Bachelor of Science degree.  Prior to joining Francis Investment Counsel Sally served a national appraisal firm in their financial valuation practice.  Sally resides in West Allis, Wisconsin, with her family.
